Prevention initiatives are grounded in public health, data driven, strategic planning and use evidence-based strategies. 

Misuse of prescription drugs can lead to dependence and addiction. Research shows 25% of youth who abused prescription drugs before age 14 develop a substance use disorder some time in their life. Age of onset from the 2017 Alcohol, Tobacco and Other Drugs (ATOD) survey, for non-medical use of prescription medication is 13.6.

Transitions from prescriptions to heroin is not uncommon. Those who report non-medical use of prescription pain killers are 19 times more likely to initiate heroin use. In 2007, there were four opioid overdose in the City of Fond du Lac. Ten years later, in 2017 the City of Fond du Lac EMS responded to 51 opioid related overdoses, with ages ranging from teenagers to 50+ years old.
